Em maio de 2019, o Jornal Oficial da União Europeia publicou um documento titulado “Recomendação do Conselho relativa a uma abordagem global de ensino e aprendizagem de línguas”. O Conselho da União Europeia estima que é essencial que os cidadãos europeus saibam, pelo menos, duas línguas estrangeiras além da sua língua materna.
