An European Survey of Language Competences among 54,000 pupils in 14 countries. 

Do the Portuguese perfectly speak Spanish or is it the other way around?

In an attempt to assess the language skills of young Europeans, the EU Commission conducted the European Survey of Language Competences (ESLC) among 54,000 pupils at the end of lower or upper secondary education in 14 countries (Belgium, Bulgaria, Croatia, Estonia, France, Greece, Malta, the Netherlands, Poland, Portugal, Slovenia, Spain, Sweden and the United Kingdom). The levels are expressed according to the Common European Framework of Reference for Languages (CEFR), levels A1 to C2.
